When I import a CAD file, its not the correct scale or size.

When you import a CAD file (dwg or dxf) you must apply the appropriate length - inches, feet, millimeters, centimeters, or meters; to the units in your file. Often designers do not specify the correct length so their model is off scale by a factor of 12 (inches:feet), 10 (mm:cm:m) or the conversion ratio between imperial and metric units. On Windows SketchUp one sets the import units in the import dialog by clicking on the options button at the right side of the dialog box.

A odnośnie drugiego pytania to chyba:

What is the difference between Perspective and Paraline mode?

Turning off perspective view results in Paraline display (see Camera menu->perspective). Paraline mode is a pseudo-axonometric display. For true orthogonal projections, users must turn OFF perspective to enable paraline mode. Note that the walk tool can only be used when perspective mode is turned ON. This is due to the fact that in paraline mode, there is no real notion of distance between the camera and points in your model, because there are no vanishing points. When you zoom in or out while in paraline mode, SketchUp is really just showing you more or less of your model. When you zoom in or out while in perspective, the camera is effectively getting closer or further away from your model. Perspective mode has the added option of Field Of View (FOV) or Focal Length. This value is indicated in the Value Control Box (VCB) at the lower right on your monitor while the zoom tool is active in perspective mode. Widening or narrowing the Field Of View allows you to see more or less of your model without moving the camera (although it may look as if you are zooming in or out when you change FOV the camera is not moving).
